Jordan Ostrev
Profile
Senior telecom architect with 25+ years of hands-on and leadership experience designing, planning and operating mobile core and IP/MPLS backbone networks. Since 2010, leads architecture and capacity planning for the entire Mobile Core Network Packet Services domain at BTC/Vivacom — EPC (PCRF, SGSN-MME, GGSN/SGW/PGW), CUPS control/user-plane separation, and the MPBN backbone (MPLS, Segment Routing, IPv4/IPv6, CGNAT, IPX/GRX). Proven track record of designing multi-vendor architectures, leading vendor-swap migrations without service disruption, building distributed telco-grade private cloud, and driving 4G/5G rollout end-to-end. Combines deep protocol- and platform-level expertise (Cisco IOS-XR, BGP/OSPF/IS-IS, Nokia SR OS) with FreeBSD/Linux systems engineering, virtualization and open-source tooling — able to work equally on high-level network architecture and low-level implementation.
Core Competencies
Professional Experience
- Owns the end-to-end architecture of the Mobile Core Network Packet Services domain — EPC elements (PCRF, SGSN-MME, GGSN/SGW/PGW) and the MPBN IP/MPLS backbone (Segment Routing, IPv4/IPv6, CGNAT, IPX/GRX, voice interconnect) — covering capacity planning, network-wide reconfiguration, and infrastructure roadmap.
- Designed and led rollout of CUPS architecture (control/user-plane separation) and 4G/5G service architecture for subscribers, plus solutions for EU roaming and bill-shock-prevention regulations.
- Architected and deployed a distributed telco-grade private cloud (VMware-based) as a substitute NFVI layer for vendors without a certified cloud solution of their own.
- Led multiple vendor-swap migrations (core network elements, routers) with zero-disruption cutovers; ran vendor evaluations, tenders and PoC trials for new network elements.
- Built in-house HA mobile network functions and open-source tooling; introduced Git/SVN/CVS-based configuration tracking across the domain; authored architecture docs, guides and MOPs used by the operations team.
- Acts as final escalation tier before vendor support; presents architecture and roadmap decisions to executive management.
- Led the team responsible for installation, configuration, monitoring and maintenance of the GSM core network (SGSN/GGSN, MPLS/AToM, VRRP/HSRP, IPSec tunnels); introduced additional network monitoring systems.
- Owned WAP Gateway, MMS Center, PoC platform, real-time billing (MDSP) and streaming/video gateway solutions (SS7↔SIP/RTP); maintained HA clusters and Oracle databases.
- Built and operated AAA, mail, SMS/MMS gateway services and public/private web, file and database servers; developed an in-house billing system integrated with AAA (Radius/Tacacs+).
Earlier Career (1993 – 2001): Application Programmer and System Administrator (RTC Ltd./Mobikom, Lirex Ltd., Ringier Bulgaria) — built electronic payment and billing systems, systems administration and network support, contributed to Bulgaria's national ID card project for the Ministry of Interior.
